Valentina V. Kosenko, PhD in Pharmaceutical Sciences, Interim General Director of the FSBI ‘SCEEMP’ of the Ministry of Health of Russia.
Valentina Kosenko is a graduate of Pyatigorsk Pharmaceutical Institute. After graduation she worked as a pharmaceutical analyst in the Central Analytical Laboratory of the Moscow Regional Pharmacy Administration, and later held senior management positions in the Central Analytical Laboratory of the Pharmacy Administration of the Moscow Regional Council’s Executive Committee, Moscow Regional Pharmacy Administration, Federal Health Insurance Fund, Department for Experimental Production of Biological Medicinal Products of the Russian Cardiological Research and Production Association.
From 2004 until 2018, Valentina Kosenko was Head of the Office for State Control of Health Products, and later—Deputy Head of the Federal Service for Surveillance in Healthcare (Roszdravnadzor).
Since March 2021, Valentina Kosenko has been General Director of the FSBI ‘SCEEMP’ of the Ministry of Health of Russia.
In 2002, Valentina Kosenko received PhD degree.
Valentina Kosenko supervised the creation of the national system of medicinal product quality control and safety monitoring (pharmacovigilance), establishment of the system for medicinal product random testing, development of the national batch release procedure, implementation of the information system for monitoring the supply chain of medicines from the manufacturer to the end user, creation of the modern quality control centres for medicines in all the Federal Districts, cooperation with international regulatory agencies for health products.
Valentina Kosenko has made a significant contribution to the organisation and facilitation of production scale-up of a combination vector-based COVID-19 vaccine.
Valentina Kosenko received President Putin’s Letter of Appreciation for substantial contribution to COVID-19 epidemic containment.
She was awarded with the honorary title ‘Merited Healthcare Professional of the Russian Federation’, second-class medal of the Order of Merit for the Motherland, a Badge of Excellence in Healthcare, and a Badge for Assistance to the Ministry of the Interior—for participation in Pangea VIII, which received a high appraisal of the INTERPOL General Secretariat.
